While speed laws are intended to protect public safety and property, the LAW is broken when the speed law is violated. Therefore, this is not pre-active (as defined in the summary above). Similarly, conspiracy laws (e.g., conspiracy to commit murder) is not pre-active. Rather, the law is violated when the parties involve themselves in the conspiracy to commit a further act, which act is also a violation of the law.
