		<description>We have many laws intended to prevent crime -- taking action prior to the occurrence of another criminal event.

While speed laws are intended to protect public safety and property, the LAW is broken when the speed law is violated.  Therefore, this is not pre-active (as defined in the summary above).

Similarly, conspiracy laws (e.g., conspiracy to commit murder) is not pre-active.  Rather, the law is violated when the parties involve themselves in the conspiracy to commit a further act, which act is also a violation of the law.</description>
